This is a heavy-duty waist cincher, made from heavy-weight black latigo leather. The size adjusts with 4 silver-colored buckles.

There are also 3 large D-rings attached (in the back, and on the sides), which add to the heavy-duty look, and can serve as points of attachment for rope/cuffs/etc., creating many bondage possibilities.
